  Generally, I think you need to do a two-step analysis.  First, does your mother have other prescription drug coverage now (as a retiree)?  If she does, the first thing you need to figure out is whether the coverage is "creditable coverage" and the employer/union should discrimination help you figure that out.  Second, if your mother does not have other coverage, does she need prescription drug coverage now?  If so, what formulary best meets her needs.
