These were the best equipped, best trained and were self-contained units who could operate on their own without outside support for several days. I spent my 3 years in the army in the 70’s with the US Army Corps of Engineers attached with the Civil Defense Preparedness Agency. It mission was folded into FEMA in the 80’s. I know what was supposed to happen, and little of it did. There laborlaw was not only a laborlaw breakdown in communication, but also a lack laborlaw of definitive leadership throughout FEMA, the US military’s Northern Command, and the Dept of HLS. It is hard to blame the mayor of New Orleans when his emergency units were supposed to be supported within 48 hours of disaster by the National Guard and FEMA. Remember, those levees busted open on Monday, and by night fall this should have been recognized as a dire national emergency with the US military able to be called upon to support local state and national guard personnel.
