The news reports I cited above stated that pic post the mayor *was* using buses to get people evacuated, and that he used every resource he had available to him to get people to evacuate. Other news reports on Sun. stated that they used buses to evacuate pic post until it was no longer safe to use them. The ball is in your court to find evidence in the form of relible news reports that show that buses were not used, or that show clearly that the mayor was actually negligent in his work to evacuate the city. |

And the federal responsibility here is primary, as a matter of necessity and as zen a matter of law. It's a Homeland Security issue.
