My understanding is that that's incorrect; fetish had Bush declared a national state of emergency I believe DHS (and thereby FEMA) fetish would have attained the necessary authority. Anyone know the details on this? To other debating with Steve White: please don't refer to him as a worthless human being or whatever. He's making a number of different points of varying degrees of validity, but thus far I haven't seen him say anything that would warrant the anger that's pouring out on him.
