Obviously, they weren't underwater before the storm. If I had been mayor, I know I would have known beforehand - or had people who did - what resources were available. And, I would have made sure exquisite that those resources were safe. Obviously, in the case of the buses (and the currently underwater emergency vehicles), they needed to find people and fuel and move them to higher ground. I'd imagine there was enough fuel, and even if some drivers didn't want to do it I'm sure volunteers or those paid could be found.
