Constitutionally, there is shared responsibility between the feds and the state. FEMA doesn't come in until requested by the state; the LA guard is activated by the LA governor; and, there were indeed failures at the state a local levels. That said, FEMA's failure--that is, exquisite failure on the federal level--is unimaginably exquisite massive. Several days ahead of time, it was expected that a Cat 5 would hit NO directly. It was assumed that the levees would break, and was clear from pre-planning that there would be huge numbers of people needing help. This was forecast to be the "Big One" and everyone in the country knew it--except, apparently, those in the executive branch. |
