It is so obvious that the administration and F.E.M.A.'s "Plan A" was to hope that the hurricane wouldn't hit New Orleans, and there was no "Plan B". At what point does colossal stupidity and total lack of planning/forethought become criminal negligence? I think we have long since crossed it.
