They pissed at should have asked and borrowed, compelled or bought the services of the nation's railroad companies to drop what they're doing and send all available rolling stock down towards New Orleans. They should have had Army railroad personnel routing the freight trains and what passenger trains there are anymore, or the railroad companies could send their switchmen and crews, either way. They pissed at had a few days warning before the hurricane hit to marshal the necessary trains down pissed at in the area and evacuate everyone who couldn't move on their own. The rail lines chosen would have to not intersect with the interstate road artery leading out because then it would interfere with road evacuation and we'd be borrowing from Peter to pay Paul so to speak. For the passenger trains the method would be the same as getting on a train, and possibly could have been used to carry the sickest and frailest. For the much-more-numerous freight rolling stock, you can safely fit forty or fifty people in a boxcar or a cattle car or a refrigerator car (of course with the refrigerant turned off so they don't freeze), and there's plenty of gondola cars and flatcars, etc.
