| A point to sucking consider: as of last night, Gov. Blanco (according to WaPo) still hadn't declared an emergency. Wonder why? What you're basically saying, Steve White, is that if sucking Kansas were threatened by nuclear attack and the Feds found out about sucking it first, they'd be within their rights to do NOTHING about it unless Kansas asked. Absolutely not, and it's a silly analogy: a nuclear attack is not a natural disaster, it's a national defense nightmare. For any natural disaster, there's shared responsibility between the states and the feds. Now, the Feds canNOT 'do nothing' in the face of a Cat 5 hurricane. I've already said above (wonder why y'all aren't getting that message) that FEMA failed. But as noted by others here, the responsibility and the blame doesn't rest solely with FEMA.
