Firstly, yes it's possible that people might have walked out. However, the elderly, ill and hospitalised wouldn't have. Secondly, from my experience, people don't do that (walk out). People everywhere, including SA, tend to believe (for better or for worse) that if it's really, really dangerous, the government will tell them in some or other way, or fetch them or help. These people got lied to in the worst possible way, through the wonderul combination of greed and indifference that constitutes the modern American political system.
