FEMA doesn't come in until requested by the state; the LA guard is activated by the LA governor; and, there were indeed failures at the state a local levels. That said, FEMA's failure--that is, failure on the federal level--is unimaginably massive. Several drunk moms days ahead of time, it was expected that a Cat 5 would hit NO directly. It was assumed that the levees would break, and was clear from pre-planning that there drunk moms would be huge numbers of people needing help. This was forecast to be the "Big One" and everyone in the country drunk moms knew it--except, apparently, those in the executive branch. Clearly, a request would come from Blanco, and the need for federal expertise in disaster management would be great. A sentient president would have had every nat'l guard and active duty military base in the country on stand-by to ferry in aid, and have hundreds of military aircraft staged as close as possible outside the storm zone.
