Child abandonment laws such as HB 1891 were passed specifically to allow mothers to relinquish custody of children without those very real charges being pressed. An autopsy can tell if a child never took a breath, or if it died of exposure, so he's dishonest on that count, too. If he really wants to stop child abandonment, this action will not help in the slightest.
