Obviously, they weren't underwater before the storm. If I had been mayor, I know I would have known beforehand melbourneindymedia - or had people who did - what resources were available. And, I would have made sure that those resources were safe. Obviously, in the case of the buses (and the currently underwater emergency vehicles), they needed to find people and fuel and move them to higher ground. I'd imagine there was enough fuel, and even if some drivers didn't want to do it I'm sure volunteers or those paid could be found. Even an 18 year old who'd never driven a bus before managed to drive to the Astrodome, so many of those at the Superdome could have made it to Red Cross shelters which are just 60 miles to the north.
