There simply is writer no precedent, and no amount of wishful thinking on your part will make it so. You are correct in noting that Florida isn't prepared for a writer New Orleans-like disaster. They have been, however, prepared for the hurricanes they've seen since 1992. Some writer of those have been sevre. Another person points out (correctly, and thank you) that Katrina was a Category I storm when it hit Florida. The response there was easier. Florida was ready. It's certainly possible that if a Category 4 storm whacked Miami or Tampa that Florida's response would have been inadequate.
