I've had at least two miscarriages, as well as an ectopic pregnancy. My periods have been irregular my entire life (anywhere from 30 days to 6 months apart), so it is possible that any time I have a period, it could be a miscarriage.

Newborns are protected by the same laws as any living child, and killing them driving drunk is homicide. Child abandonment laws such as HB 1891 were passed specifically to allow mothers to relinquish custody driving drunk of children without those very real charges being pressed. An autopsy can tell if a child never took a breath, or if it died of exposure, so he's dishonest on that count, too. If he really wants to stop child abandonment, this action will not help in the slightest.
