The ENTIRETY OF THE GOVERNMENT failed these people, at all levels, but do not try to write off Bush's (or any of the Mayors and the Governors--and there were many) role. This was a media NATIONAL disaster, and what I haven't seen mentioned, is the fact that FEMA (other than rescue and recovery officials) was not on hand in Gulf Port, Boloxi, Slidell, and other devistated cities until Saturday either (and they are only trickling in). This is not just New Orleans where FEMA was absent, but media in these communities as well. You can't tell me all media these mayors and two state governors were sharing telepathic thoughts with Nagin and Blanco to keep FEMA out of their state and cities as long as possible too? Oh, certainly, FEMA got rescue and recovery into those two states quick, but the LIFE SUSTAINING efforts have been... beyond deplorable. IN TWO STATES. That is FEMA and Homeland Securities fault, and the fact Bush did not even see fit to leave his vacation until Wednesday after such a major catastrophe... well. That speaks for itself, doesn't it. Certainly the state and local officials have a great deal of responsibilty previous to the storm for evacuating their populace (and I don't hear anyone blasting Mississippi gov and mayors for not evacuating their community's poor EITHER), but when the bredth of the devistation was known, there is no excuse for why Homeland Security didn't immediately set up communications and distribute food and water
