Perhaps women could send their miscarriages in specially made plastic containers with their name on them so the police know they weren't abandoning their fetus, but are, in fact trying to find it a home. If no containers are available , plastic bags will have to do. Since a miscarriage is so small and messy , it will need special care and testing. Do the cities have labs that can tell whether or not to prosecute the women who lost these 'babies'? Who makes those decisions, and how are they arrived at?

I would never inflict this type of confession emotional torture on a woman who has suffered such a traumatic event as a miscarriage, and I am confident that the General Assembly of Virginia would also not pass such a terrible imposition on a woman.
