To respond effectively, you must have your stuff together and on the ground in that period. Perhaps, literature counter-intuitively, the second 24 hours of the 48 are the most important. You must have a plan literature to move food, water, and shelter to people if the situation allows, or people to food, water, and shelter if the situation requires. literature You spend the first 24 hours assessing and the second 24 hours doing -- or at least getting started. FEMA used to know these things. That knowledge seemed to have gone down the memory hole after January 21, 2001. I heard a fellow on the radio yesterday discussing the evacuation of New Orleans after the 1927 flood. Under Herbert Hoover (then Secretary of Commerce) 700,000 people were evacuated in three days. They had no aircraft and primitive communications. Just a lot of will and a belief that the federal government has a role in people's lives.
