Florida does have its unique situations writing (one example: evacuating the Keys). My larger point is that Florida generally has been prepared. The Hurricane Andrew disaster in 1992 taught it some costly lessons, and they seem to have learned them. While they've been hit with hurricanes since with enormous property damage, they've generally been prepared writing to handle evacuations, recovery, and so forth. Louisiana wasn't ready, despite the warnings of some over the years that the "Big One" was coming some writing day. There's a hard lesson there, and I suspect the people of Louisiana, particularly it's politicians, will learn it. There were multiple failures in this disaster. The highway was out, the airport is out, the power is out, communications literary is out, half the city was too stubborn to stay put in the face of a category 5 hurricane, and add to that, there was armed resistence, resistence to rescue efforts. BTW, the base was also affected by the hurricane.
