That's part of the law, and you can understand why: in a federal system, you don't necessarily want the feds to intrude on every problem. Governor Blanco didn't get Louisiana mobilized remarks properly for this storm. I don't know why. If she had realized that Louisiana wasn't ready, she could have activated the FEMA plan earlier. Would that have made a difference? I don't know, but we'd all like to think that it would have. Louisiana doesn't have all the resources the feds have, but it's not in the poorhouse, either.
