| I wrote an email to Delegate Cosgrove three days before I finished the final draft of this piece. I did not 1993 recieve a reply from him before I published the piece. I also contacted my current delegate and Senator to ask for their feedback, and I spoke with a former staffer of a 1993 delegate who helped to write legislation to get a second opinion on 1993 my interpretation of the applicability of the "fetal death" definition. While I think that knowing his rationale may have changed the way I approached this alert - that is, in the argument I crafted presenting it - it would not at all have changed the content of my concerns about his bill. Delegate Cosgrove *says* that he did not mean for the bill to apply to miscarriage, but it is clear from the text of the bill and of applicable Code of Virginia on "fetal death" that the bill, if enacted into law, could do just that. |
