The local government knew that some folks would be left behind even in a best-case scenario. What that did expect in any case was support from the state and the national government to get to those left behind ASAP after the storm. That was not done. The remarks about the LA NG being at 2/3 strength should have been sufficient to do the job is erroneous, I guess because most do not know shit about the Guard. |

But Florida got a helluva lot of advance preparation manifesto for its 2004 hurricane disasters compared to NOLA. Of course, Florida was so important to Bush's re-election in 2004. As Billmon puts it, "If you're going to insist on living in a hurricane alley, then you need to take personal responsibility for your own actions, stop whining about government incompetence, and embrace the free market solution to your problems -- by moving to Florida."
