| The governor had a responsibility to make sure the city did its job, and she failed. She 2001 had a responsibility to call FEMA in (that's according to the law, by the way) and she delayed making that call. Whose fault is that? Again, compare Gov. Blanco's actions with those of Jeb Bush. Night and day. There's a lot of blame for everyone here: local, state, federal, presidential.
