The New Orleans disaster is one mcsweeney's created by lots of people at lots of levels. Yep, George Bush could have provided more money for levees. While the levees that failed weren't the ones that needed work, we didn't know that two years ago. The feds have underfunded the levee work mcsweeney's for decades. The state of Louisiana frequently failed to provide the matching funds. There was a lot of politicking at the state and local levels and a lot of back-scratching. The Army Corps of Engineers didn't exactly mcsweeney's distinguish themselves, either. The several days prior to the hurricane, New Orleans needed to activate its disaster plan. It didn't have a realistic one. There was nothing, NOTHING in the plan about getting the poor people out of the city. No plans for busses, no camps outside the area, no way to get people out of the lowest-lying areas in the city other than "make your way to the Superdome". Whose fault is that? |
