Generally, I think you need to do a two-step analysis. First, does your mother have other prescription drug coverage now (as with a retiree)? If she does, the first thing you need to figure out is whether the coverage is "creditable coverage" and the employer/union should help you figure that out. Second, if with your mother does not have other coverage, with does she need prescription drug coverage now? If so, what formulary best meets her needs.
