In general I think it's a bad idea for adolescents (below 16) to have sex because many of them are not aware of the free risks and the problems that may arise. I think an effective way to tell adolescents why they shouldn't have sex, free is to explain the risks to them. An adolescent has to understand the consequences of his or her actions before he/she is deemed mature enough to make those decisions.
