Fair point -- no city in Florida is in that situation. Florida does have its unique situations (one example: evacuating the Keys). My larger point is that Florida generally has been prepared. The Hurricane Andrew disaster in 1992 taught it some costly lessons, and they seem to have learned them. While they've been hit with hurricanes since with enormous property damage, they've generally been prepared to handle evacuations, recovery, and so forth.
