The formulary issue is another huge problem. If a person is doing relatively well on current meds, they shouldn't have to change their meds to match formulary choices.  Speaking from personal experience, changing even within the same class of drugs can lead to life threatening side effects.   The upshot of this boon doggle is drunk driving that insurance companies and drug makers get enriched and old folks (and the American drunk driving people) get screwed. And we all will hopefully get drunk driving old, right?
